Accessibility Statement

Kings Worthy Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations.

We want as many people as possible to be able to use this website. For example, that means you should be able to:

• Zoom in up to 300% without the text spilling off the screen
• Navigate most of the website using just a keyboard
• Navigate most of the website using speech recognition software
• Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver).
• We’ve also made the website text as simple as possible to understand.

Measures to support accessibility

The Council takes the following measures to ensure accessibility of the Council website:

An accessible website provider used to undertake automatic updates to ensure the website is up to date with the latest accessibility guidelines. This includes regular scanning of the website using accessibility software.

Compliance status

The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. The Council website is partially conformant with WCAG 2.2 level AA and despite our best efforts to ensure accessibility of the Council website, there may be some limitations.

Non-compliance:

• Some older documents including meeting minutes, agendas, reports may not be fully accessible for a screen reader., including tables without headings, poor contrast or may not be written in plain english. Any new documents we publish will meet accessibility standards wherever possible.
• Some older PDFs (or PDFs that are required to be scanned originals) may not comply.
• Uploaded images may hot have text alternatives
• Our older full asset register report uses third party priority software to produce the reports and thus are not full accessible. We are currently in the process of transitioning to a new asset register software and will ensure the new register is accessible.

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

Content not within the Scope of the accessibility regulations

The following are currently exempt from the Accessibility regulations

• Pre-recorded audio and video published before 23 September 2020
• Live audio and video
• Heritage collections like scanned manuscripts
• PDFs or other documents published before 23 September 2018 – unless needed to use a service.
• Maps – information maybe available in address format
• Third party content under someone else’s control
• Content on intranets or extranets published before 23 September 2019
• Archived websites if not needed for services and they are not updated

Assessment Approach

The Council assessed the accessibility of the website by the following approaches:

• Use of a website provider that automatically updates the website to meet the accessibility guidelines when they change.
• The website is regularly tested on each version release using WCAG2.2AA compliance tools.
